Tom Wheeler is a principal at Bose Public Affairs Group and a partner at Bose McKinney & Evans, where he leads the firm’s Election Law Group. He is also a member of the Bose McKinney & Evans Education and Litigation Groups. With a career spanning private practice, federal service and strategic advisory roles, Tom has provided legal and strategic counsel on campaign finance and election issues to political parties and candidates throughout the United States, including former Indiana Governor and Vice President Mike Pence, and served as chair of the Indiana Election Commission and the Indiana Recount Commission.

Prior to joining Bose Public Affairs Group, Tom was a principal and partner at a large, multistate firm, where he focused on government services, appellate practice, regulatory and administrative law.

During his tenure as the Acting Assistant Attorney General for Civil Rights at the United States Department of Justice, Tom was responsible for oversight of many of the DOJ’s sections, including disability rights, employment, housing and voting. He also served as a senior advisor to the White House Federal Commission on School Safety and as senior counsel to the Secretary of Education, where he focused on COVID-19 issues, collaborating with the CDC and HHS to develop guidelines for the safe reopening of schools.


Tom is a graduate of Indiana University and the Indiana University Maurer School of Law.
